Introduction

HIPAA Group’s Co-Founder and President, Mr. Abner Weintraub, serves as HIPAA Group’s primary HIPAA expert. A clear, concise, and engaging professional, Mr. Weintraub provides HIPAA-related expert witness services, consulting, and advisory services on a national basis.

With years of hands-on HIPAA experience, Abner translates complex legal issues and terminology into layman's terms, and is an accomplished speaker and presenter on all matters related to HIPAA. His HIPAA consulting, advisory, and expert witness work is available in support of either plaintiff or defendant engagements.

As President and Chief Executive Officer of HIPAA Group Inc., Abner Weintraub is an acknowledged national authority on the Health Insurance Portability and Accountability Act of 1996 (Public Law 104-191) – also known as HIPAA.

Abner was involved in the early days of HIPAA as the leader of a team assembled by the Southern Healthcare Administrative Regional Process (SHARP), to produce the original HIPAA Compliance Extension Plan for the U.S. Department of Health and Human Services (HHS). Under the direction of Mr. James “Chet” Barclay, an attorney with the law firm of Ruden, McClosky, Smith, Schuster & Russell, Abner was the Business Administration Team Leader for The HIPAA Compliance Extension Plan, which HHS released to all HIPAA Covered Entities on March 29, 2002.

Mr. Weintraub has personally trained thousands of people on HIPAA, including a “Top-100” Integrated Health System, physicians, medical staff, attorneys, Chief Executive Officers, Chief Information Officers, HIPAA Privacy Officers, HIPAA Security Officers, and HIPAA Business Associates.

Abner has successfully completed numerous HIPAA-related consulting engagements, including: software compliance evaluation for a national, on-site workplace healthcare provider; privacy process consulting for a leading healthcare marketer; custom training and compliance materials for the TPA division of a “Fortune 100” bank; and compliance reviews for many HIPAA Covered Entities.

Abner has published numerous HIPAA articles and reports in leading periodicals such as the “Journal of AHIMA” (American Health Information Management Assn.); “In Confidence”, an international healthcare newsletter; “CMA Today”, a magazine for Certified Medical Assistants; and “M.D. News”, a national journal for medical doctors.

Mr. Weintraub is the author of numerous books, manuals, and training courses on HIPAA and HIPAA Compliance, including: “The HIPAA Reference Manual”; “The HIPAA Behavior Guide”; “A HIPAA Guide for Patients”; and “The Ten Commandments of HIPAA Privacy”.

Multiple online HIPAA training courses authored by Mr. Weintraub are currently being offered by the University of Central Florida (UCF) to its healthcare students, faculty, and to the national medical community at large.

Abner also moderates an online “Ask the Expert” Forum, where he answers HIPAA and medical privacy-related questions from healthcare professionals, medical staff, attorneys, and patients every week. Abner has also served as a HIPAA Expert in legal cases in several states.
